Effects of Noise Pollution on Children

Increasing environmental noise pollution has been poisoning serious health hazards to millions of children. The horns of car especially hydraulic horn, loud speaker, brick breaking machine, public rallies are the main source of noise pollution in the city. The impact of honking of cars on children is very harmful. It hampers their normal psychological growth as well as their studies at home and school. The continuous noise pollution by horning in such magnitude could make a child deaf. The other specific effects like speech interference, sleep disorder temporary hearing may also effect the children. Due to noise pollution children going to school will have negative result on study. Due to noise pollution recovery of the children patient will be delayed. Impact of noise on children effect the personal behaviour on the children such as fear and over reaction. The urban child develops the organ of hearing in the fifth months of pregnancy and exposure to high levels of noise can affect the immature cochlea, spinal cavity of the ear.


The findings of the survey on study of noise pollution in the city of Dhaka, Chittagong and Khulna, not only establish the existence of the grave situation of noise pollution in the epidemic form establishing the grave situation of noise pollution. This bear testimony to the prediction of ENT Specialists of Bangladesh which reads as follows: "After (20-25) years i.e. by 2025, 50% of the population of Dhaka City would be loosing their hearing capacity by 30 dB(A) if immediate steps are not taken to prevent, control and monitor noise hazards and ill effects and annoyance produced by noise pollution"

Practical Recommendations to the Department of Environment consist of the followings:




Advice to the Deptt. of Environment on Appropriate Noise Pollution Monitoring Programme

1. The Department of Environment may be advised for Appropriate Noise Pollution Monitoring Programme to conduct noise survey for identification of noise hazard areas (Red areas) of Bangladesh. This kind of survey should be done at regular intervals not exceeding a period of four years.

2. The Department of Environment should be advised to conduct urban noise abatement campaign to control noise emission of motor cycles. The main areas for action are of course, measures to be taken regarding construction of the vehicles and the way in which drivers use them.

3. The Department of Environment should create a noise and acoustic division under it to recommend appropriate legislative measures to be taken to abate noise. Police authority should be vigilant in the enforcement of noise abatement legislation.

4. The Department of Environment should be advised to pay attention to noise emitted by public transport, vehicles including noise measurements before and after maintenance checks i.e. tests in various noise insulation and reduction for buses. The engine department should be acoustically insulated. Metal pipes should be replaced by plastic duets to improve engine design and body work design.

5. The Department of Environment may be advised to set up a police anti-noise brigade to organize a number of successful noise abatement campaigns. The brigade will be concerned with reducing and controlling noise from all sources such as traffic, aircraft construction sites and industries. The brigade will identify vehicles by ear only. If the vehicle does not conform to accepted standards the vehicles be at once confiscated and towed to grage for repair.

6. The Department of Environment should be advised to conduct social survey concerning feelings of the public as regards, traffic noise specially and involve electronic media and press , which will play an active roll in supporting abatement campaigns, to be implemented by police in its endeavours to check and reduce noise.

7. For appropriate noise pollution monitoring the Department of Environment should be advised to ensure quiet environment during sleeping hours. Heavy trucks (3.5 tons) should not be allowed to operate at night from 9.00 PM to 5.00 AM (from 1st November to 31st March and from 10.00 PM to 4.00 AM ). This activity should be undertaken in collaboration with police department. Vehicles carrying perishable goods are exempt from this law.

8. The Department of Environment may be encouraged to conduct education and awareness promotion programs which will ensure availability of background and basic knowledge about noise pollution.

9. The Department of Environment should be encouraged to organize dissemination of knowledge of noise control and organize information for the public.

10. The Department of Environment to be advised to set and execute regulations prohibiting blowing of car horns, to stop use of hydeaulic horn and to stop import of hydraulic horn by Ministry of Commerce.

11. The Department of Environment should actively participate in town and country planning by establishing calculating rules to predict noise vimpact.

12. The Department of Environment should be advised to prepare noise maps or noise cadastres showing the existing noise situation and to set soind level limits for various zones.

13. The Department of Environment may be requested to establish noise control programs for existing dwellings alongside existing highways, busy main roads and railway lines.

14. The Department of Environment should be advised about the detail procedures for noise prediction.

15. For appropriate noise pollution monitoring Department of Environment should be advised to develop hearing conservation program with the following elements:

a. Noise hazars identification
b. Engineering contacts.
c. Personal hearing protection
d. Record Keeping
e. Health education
f. Enforcement
g. Program evaluation

16. The Department of Environment should participate in developing hearing conservation programme. Noise induced hearing loss is incurable but preventable . The technique of prevention is known as hearing conservation. A hearing conservation program has four main feature ; Sound Management, Emgineering Administrative Control and Personal Hearing Protection specially for the traffic police personnels and Audio Metric Monitoring of the population at risk. A good hearing conservation program is multidisciplinary involving industrial hygienost, engineer, nurse, audio metric technician and frequently a supervisory audiologist and otiologist.
